Uyghur Chinese Muslims subjected to prejudice

It is true that Chinese Muslims can now perform Hajj in some small numbers. It is also true there are some Chinese-style mosques in certain areas.

However, these developments are a drop in the bucket if you consider the Muslim population in China is at least forty million.

There must be some token religious freedom to get cooperation in business from the western world, hence these few drops in the bucket of liberalisation.

On the ground, however, the bottom line is that the Uyghur Muslim Chinese, who are a Turkic people, cannot use their own language in their own schools.

This is exactly what Istanbul did to the Kurds in East Turkey for many years, although with the gradual resurgence of Islam in Turkey, Kurds can now use their own language without being arrested (as they had been for many years).

Likewise, the beginnings of Acehnese dissent many years ago only involved the right to use an Islamic curriculum in their public schools, which they were forbidden to do by Jakarta, who insisted they use the nationalized Pancasila school materials that treated Islam on a par with all other religions.

Pancasila had been purged of all Muslim terminology or specific teachings. It was only after years of being refused this exemption from Pancasila-based elementary and secondary education that the Acehnese, who are 98 percent Muslim, became totally rebellious.

An American student, who had come to NW China to study the Chinese language, found he had made a mistake, and after a few years' effort, went back to the USA.

The mistake was that his Uyghur friends were routinely humiliated by the local Han Chinese (most of whom have been 'transmigrated' to this area), in a manner that was reminiscent of prejudice against blacks in the American South in the 1950's.

Indeed, the Uyghur's may be considered the 'niggers' of China, and the American student was consorting with 'niggers'.

The American was a fine scholar, whose affection for the Chinese was ruined by this experience. He is now a graduate student in mathematics in the USA.

Why is it, in the modern world, that people, who have nothing in common with neighbouring people, are so often required to live by force of arms within a polity that has nothing to do with them, and then treated so badly for their efforts? And then deprived of even their own language in the process.

The Southern Thai Muslims (Malay by race) are poor and unwanted in the same way. Why should they be interested in a Buddhist school curriculum originating in Bangkok? And why should this region be one of the poorest in Thailand?

It seems that Malaysia is now setting another bad example, by exposing to deportation another five Uyghur Chinese who were arrested this month.

And this incident in the month of Ramadhan, occurred amid criticism over Malaysia's recent deportation of 11 others to China.

This is indeed appalling. The least that this Muslim-dominated government could do is to them give access to the United Nation's officials.

The Uyghur are clever people, and they have access to certain modernised facilities, which you can see in photos from NW China.

Sooner or later, however, they are going to win their own integrity back again, either within or outside of present-day China.

Their plight deserves to be more widely understood by westerners who are going through a certain adulation of the Chinese economic achievements, and repeating their well-known blindness to the human rights abuses of peoples being thoroughly and cruelly oppressed by those peoples with whom they wish to do business.

Interestingly, these Uyghur Turkic peoples were among the original settlers of modern-day Muslim Turkey, who are the Muslims most closely related to the European West.

Only the Balkan Muslims are closer, and only after unspeakable sufferings of their own. We owe the Uyghurs our attention and our whole-hearted support, as we finally gave to the Balkans.

A despicable piece of journalism

The Council of Churches of Malaysia welcomes the apology tendered by the Malay language daily Sinar Harian over its article 'Matlamat Gerakan Kristian' (Objectives of the Christian movement) published on Aug 23.

They have admitted that the information published in the article is inaccurate and in error. However we note that there has been no expression of remorse.

The suggestions that Christian groups would encourage immoral activities as part of an attempt to propagate their faith is clearly preposterous, erroneous, inflammatory, and a flagrant attack on another religion.

It is our view that any reasonable person would have found the article totally offensive, not just to the Christians in our country but to all decent-minded and peace-loving people.

This despicable piece of journalism, and other stories like it, should never be repeated. The management and the editorial department of Sinar Harian must now prove the sincerity of their apology by publicly stating what measures they are taking to ensure that stories of this nature are never published again in their newspaper.

Unless there are systemic changes in their editorial processes, and proper procedures and guidelines are put in place, there is no guarantee that the newspaper, or others like it, will not repeat the harm done on another occasion.

A respected and responsible newspaper must ensure at all times that it is never a party to callous and insensitive reporting bent on destroying the good relationship among the religious communities in our country.

PAS: 'Daftar pemilih kotor' untuk tumbangkan S'gor

Dewan Pemuda PAS Pusat mendakwa pihaknya mempunyai "daftar pemilih kotor" yang didakwa boleh menumbangkan kerajaan negeri Selangor pada pilihan raya umum akan datang.

Timbalan Pengerusi Lajnah Pemulihan Demokrasi dan Mobilisasi Mohd Adram Musa berkata pihaknya mempunyai data seramai "puluhan ribu" yang didakwa "pengundi klon".

"Apa yang kami ada, daftar pemilih kotor yang sudah cukup untuk menjatuhkan kerajaan negeri Selangor.

"Adakah ini kerja-kerja seperti mana yang disebut oleh perdana menteri yang berkata melakukan apa sahaja untuk mengambil balik Selangor?

"Apa yang kami ada, sudah cukup (untuk) menjatuhkan kerajaan Selangor," katanya.

Menurutnya lagi, berdasarkan analisis pihaknya jumlah pengundi klon itu, membolehkan BN merampas sekurang-kurang sepuluh kerusi DUN di negeri itu.

Sehubungan itu, beliau mendesak Suruhanjaya Pilihan Raya dan Jabatan Pendaftaran Negera menjelaskan jumlah pengundi dari daftar pemilih yang telah digugurkan dan yang akan digugurkan.

Pihaknya memberi masa 14 hari kepada kedua-dua pihak tersebut untuk membuat penjelasan.

Liwat II: Pakar buntu ditanya sperma dimasukkan

Pendakwa dalam perbicaraan kes liwat terhadap Datuk Seri Anwar Ibrahim hari ini membangkitkan Kemungkinan sperma sengaja dimasukkan ke dalam dubur pengadu, dan oleh itu berkemungkinan ada orang ketiga yang mempunyai akses kepada sperma tertuduh.

NONEPeguamcara 11, Datuk Mohd Yusof Zainal Abidan (kiri) bertanyakan soalan tersebut kepada saksi ketiga pihak pembela, Dr David Wells - pakar patologi forensik Australia - mengenai kemungkinan tersebut.

Kemungkinan itu ditimbulkan oleh Yusof ekoran dakwaan pihak peguambela Datuk Seri Anwar bahawa berlaku pencemaran dan gangguan keterangan mengenai bagaimana sperma itu boleh masuk ke dalam dubur pengadu Mohd Saiful Bukhari Azlan.

Yusof: Jika seseorang memasukkan sperma itu, dia mesti ada sperma orang berkenaan?

Wells: (berfikir seketika) Perkara ini saya serahkan kepada pakar DNA.

Ahli kimia, Dr Seah Lay Hong, dalam keterangannya sebelum ini berkata, beliau menemui sperma dari sampel air mani yang diambil dari dubur Saiful.

NONESeorang lagi ahli kimia, Dr Nor Aidora kemudiannya mendakwa beliau membandingkan DNA tersebut dan mendapati ia milik Anwar.

Wells (kanan) juga ditanya mengenai jangka hayat sperma, dan menurutnya ia boleh bertahan antara 36 dan 48 jam.

"Saya tidak selesa jika mengambil sampel selepas 36 jam," katanya.

Dalam kes Saiful, sampel tersebut diambil dalam sampel dalam 56 jam - iaitu dua hari - selepas kejadian liwat itu didakwa berlaku apabila dia pergi ke Hospital Kuala Lumpur.

Reformasi segera atau BERSIH 3.0

Pemuda PAS menyokong pimpinan Pakatan Rakyat yang bertegas tidak akan menyertai jawatankuasa khas parlimen yang dibentuk kerajaan kerana ia sekadar gimik politik perdana menteri semata-mata.

Bagi Pemuda PAS penubuhan jawatankuasa yang tidak tertakluk dengan tarikh pilihan raya umum ke- 13 tidak akan membawa apa-apa makna terhadap sistem pilihan raya yang sedang dibualkan sekarang.

Pemuda PAS mahukan kerajaan konsisten terhadap semua lapan tuntutan BERSIH dan tidak bersikap retorik dalam menghadapi kemarahan rakyat.

Jika pilihan raya umum dilangsungkan dalam keadaan jawatankuasa khas parlimen tidak sempat membuat apa-apa resolusi, apakah maknanya penubuhan jawatankuasa ini? Ini lebih membawa maksud penghinaan terhadap parlimen itu sendiri.

Tidak ada ertinya Pakatan duduk dalam jawatankuasa itu jika semua tuntutan tidak dilaksanakan dalam pilihan raya umum nanti. Pemuda PAS mempersoalkan bilakah kerajaan akan melaksanakan reformasi pilihan raya jika pada pilihan raya depan tidak sempat dilaksanakan?

Adakah kerajaan mahu rakyat menunggu sehingga pilihan raya umum ke-14, atau lebih lama dari itu? Ini membuktikan bahawa Datuk Seri Najib Razak sendiri tidak ikhlas dalam melakukan usaha pemulihan sistem pilihan raya.

Jawatankuasa khas parlimen sekadar tempelan bagi mengambil hati rakyat yang masih terluka.

DPPM mengingatkan kerajaan bagaimana sistem pilihanr aya di Malaysia menjadi bahan ketawa masyarakat antarabangsa - daftar pemilih yang meragukan; pengundi klon di mana-mana; pemastautin tetap mendapat hak kewarganegaraan sekelip mata dan diberikan kelayakan mengundi; serta undi pos yang terdedah tembelangnya dengan beberapa pendedahan bekas anggota tentera.

Apakah alasan paling konkrit untuk diberikan melainkan reformasi keseluruhan dalam sistem pilihan raya?

Rakyat keseluruhannya amat mengharapkan perubahan drastik dan total dalam sistem pilihan raya yang semakin pincang. Sistem pilihan raya di Malaysia sudah tidak dipercayai lagi untuk dijadikan sandaran.
Menunggu sehingga selepas pilihan raya umum ke-13 akan menghilangkan kesabaran rakyat. Pemuda PAS bimbang rakyat akan melakukan sendiri reformasi tersebut tanpa menunggu pilihan raya.

Pemuda PAS mengingatkan kerajaan bahawa zaman retorik politik sudah berlalu kerana rakyat semakin cerdik membaca permainan politik BN.

Tiga bulan yang dijanjikan oleh BERSIH masih ditagih dan masa semakin suntuk buat kerajaan BN melakukan usaha.

Laksanakan segera reformasi pilihan raya sebelum pilihan raya ke-13 jika tidak mahukan hukuman rakyat dalam BERSIH 3.0.

Clarification on highest paid directors

We refer to the Malaysiakini report 'CIMB boss 4th highest-paid director in 2010' and wish to point out that the remuneration of the executive deputy chairman (EDC) of Star Publications of RM7,100,000 - 7,150,000 refers to that of Datuk Clement Hii Chii Kok during his tenure at Star and not Datuk Vincent Lee Fook Long.

Datuk Vincent Lee was only appointed as the EDC of Star on Jan 3, 2011.

Tiga beradik lemas akibat ditolak ke dalam kolam

Tiga kanak-kanak meninggal dunia dipercayai akibat lemas selepas ditolak ke dalam sebuah kolam takungan air oleh bapa mereka dalam kejadian di Ladang Lambak/Elaeis, Jalan Mengkibol, di Kluang, malam semalam.

Ketua Polis Daerah Kluang ACP Mohd Fawzi Arshad berkata dua kanak-kanak perempuan berumur tiga dan lima tahun serta adik lelaki mereka, berusia dua tahun, dipercayai ditolak ke dalam kolam kira-kira 500 meter dari rumah mereka pada 7.30 malam.

"Ketiga-tiga beradik itu dipercayai dibawa ke kolam berkenaan oleh bapa mereka yang berumur 29 tahun dengan alasan untuk memancing ikan sebelum ditolak dan mati lemas," katanya kepada pemberita di Ibu Pejabat Polis Daerah (IPD) Kluang, hari ini.

Mohd Fawzi berkata pusat kawalan IPD Kluang menerima maklumat kejadian itu daripada orang awam pada 10.20 malam sebelum meminta bantuan pasukan Bomba dan Penyelamat Kluang bagi melakukan gerakan mencari dan menyelamat mangsa.

Beliau berkata mayat semua kanak-kanak yang lengkap berpakaian itu ditemui kira-kira satu setengah jam kemudian.

Katanya polis kemudian berjaya menahan bapa kanak-kanak terbabit yang merupakan pemandu traktor di ladang berkenaan yang cuba membunuh diri dengan meminum racun.

Lelaki itu katanya turut berada di bawah pengaruh alkohol dan kini ditempatkan di Hospital Kluang untuk rawatan.

"Polis sedang menyiasat motif kejadian mengapa lelaki itu sanggup menolak anaknya ke dalam kolam yang menjurus kematian. Bedah siasat terhadap tiga kanak-kanak terbabit akan dilakukan hari ini untuk mengetahui punca kematian sebenar," katanya.

Menurut Mohd Fawzi polis sudah merekodkan keterangan ibu kanak-kanak itu yang berumur 23 tahun bagi membantu siasatan dan polis sedang mendapatkan perintah mahkamah untuk menahan reman suaminya.

Kes itu disiasat mengikut Seksyen 302 Kanun Keseksaan kerana membunuh.

Ketua Wanita PKR berkata kerajaan tidak boleh menyaman individu yang mengkritik, khususnya berhubung dakwaannya pendatang tanpa izin (PATI) diberikan 'skrip bersumpah' menyokong BN.

Bagaimanapun, Zuraida Kamaruddin berkata, beliau tidak gentar berdepan kemungkinan dikenakan tindakan itu walaupun menganggapnya "terkeluar" daripada peruntukkan undang-undang.

"Kalau terjadi (saman), kita dapat bukti (PATI) mengangkat sumpah, ada dolak dalih dalam kerajaan.

"Apa-apa tindakan kita buat sesuatu, kita tidak buat tanpa asas. Kita bertanggungjawab," katanya dalam sidang media di ibu pejabat PKR di Petaling Jaya hari ini.

Kos perjudian atasi hasil pendapatan

Persatuan Pengguna Pulau Pinang (CAP) menyokong sepenuhnya kenyataan Menteri Kesihatan baru-baru ini bahawa kementerian itu menganggap perjudian satu penyakit dan ketagihan yang serius, sesuatu yang telah lama CAP perjuangkan.

Kami merasakan bahawa ini adalah satu permulaan yang baik dan satu langkah untuk menuju ke arah yang betul tetapi perundangan yang tegas diperlukan untuk mengelakkan orang ramai mendekati dan mudah untuk berjudi.

CAP ingin menarik perhatian terhadap kesan perjudian dan menggesa kerajaan menangani dengan segera masalah ini. Kami kesal dengan tindakan 'tunggu dan lihat' atau sebarang inisiatif yang menangani simptom atau kesan negatif perjudian dengan tidak mempedulikan sumber atau faktor penyebab.

Ketagihan terhadap perjudian merentasi etnik, usia, status sosioekonomi dan jantina. Berjudi untuk keseronokan atau untuk menghabiskan masa lapang dengan mudah boleh menjadi ketagih, yang kemudiannya dikaitkan pula dengan bahaya terhadap mental, sosial dan fizikal.

Wang yang sepatutnya digunakan untuk membayar bil, cukai, dan untuk lain-lain keperluan keluarga sebagai ganti digunakan untuk berjudi. Ketagihan itu telah menyebabkan hilangnya wang simpanan, tabungan pendidikan anak-anak, bayaran perumahan, tabungan persaraan, dan wang untuk urusan penting yang lain.

Mereka terpaksa berbohong kepada sesiapa sahaja atau meminjam daripada keluarga dan rakan atau lebih malang lagi meminjam daripada along untuk mengekalkan tabiat berjudi mereka.

Perjudian boleh menghancurkan atau memusnahkan hubungan, dan membawa kepada kekecewaan yang menyebabkan mereka bertindak secara haram seperti mencuri daripada perniagaan, pelanggan atau majikan mereka.

Penagih judi juga mungkin melakukan jenayah untuk membiayai perjudian mereka, menyebabkan bahaya kepada mangsa dan keluarga mereka serta diri sendiri dan melibatkan kos dalam sektor keadilan jenayah.

Kos sosial perjudian amat besar dan jauh mengatasi faedah ekonomi kepada kerajaan. Dikatakan bahawa masalah seorang penjudi memberi kesan kepada 7 - 17 orang yang lain, menunjukkan sebahagian besar penduduk menghadapi bahaya daripada masalah perjudian seperti kemusnahan kewangan, kehancuran perhubungan, keganasan rumah tangga, aktiviti jenayah, kemurungan dan bunuh diri. Kesan penagihan judi amat luas dan dalam.

CAP juga mengalu-alukan rancangan penubuhan majlis negara pada tahun ini untuk melihat pelbagai layanan dan program kesedaran pendidikan untuk menangani "masalah perjudian" di negara ini.

Bagaimanapun kami merayu kerajaan agar melaksanakan langkah yang berikut:

Tarik balik cabutan khas

Menggalakkan perjudian bukanlah jawapan kepada rangsangan ekonomi atau mengumpulkan sumber hasil kerajaan daripada cukai aktiviti perjudian.

Kerajaan perlu mengurangkan loteri dan cabutan mingguan empat nombor ekor (4-D), Toto dan lumba kuda oleh syarikat perjudian serta cabutan khas untuk mengurangkan tabiat berjudi. Kerajaan perlu dilihat menangani masalah ini sebagai ganti menghasilkan dan membolehkan ketagihan berjudi.

Pendekatan kesihatan awam

Kita perlu mempunyai pendekatan kesihatan awam yang digunakan untuk mengatasi bahaya perjudian termasuk masalah judi. Contohnya di New Zealand, Kementerian Kesihatan di sana mempunyai 'Program Kesedaran dan Pendidikan Masalah Perjudian' untuk meningkatkan kesedaran dan menggalakkan bagi mendapatkan bantuan untuk mereka yang memerlukan.

Melalui program kesihatan awam, kerajaan boleh menyedarkan masyarakat untuk memahami bahaya perjudian dan membina sokongan awam bagi langkah mencegah dan mengurangkan perjudian, bagi menghasilkan komuniti dan keluarga yang lebih selamat.

Pada masa yang sama, kaki judi perlu diberi kaunseling dan sokongan untuk mencegah atau menguruskan tabiat perjudian mereka yang berisiko. Ini akan membantu menghapuskan bahaya yang dicetuskan oleh individu atau keluarga oleh perjudian.

Perundangan

Kita memerlukan peraturan dan perundangan yang lebih ketat dan tegas terhadap pelbagai bentuk perjudian yang telah menular dalam masyarakat moden termasuk perjudian dalam talian. Hampir kepada kasino dan amalan perjudian lain secara langsung berkaitan perjudian.

Peraturan perlu dikuatkuasakan untuk melindungi orang ramai daripada kemudahan untuk memuaskan tabiat berjudi sama ada melalui kasino, mesin judi atau melalui cabutan.

Matlamat utama 'kerajaan rakyat' seharusnya adalah untuk mengurangkan insiden perjudian dan masalah perjudian dan kesan ketagihan judi terhadap kehidupan individu dan masyarakat.

Kita perlu menimbangkan bagaimana ramainya rakyat Malaysia yang kerugian akibat berjudi - kos terhadap setiap orang tidak dapat diukur dan pertimbangan peningkatan kedai judi yang boleh didapati dan kekurangan perlindungan terhadap tabiat itu.

Kerajaan telah mewujudkan kaki judi yang telah menjadi ketagih kepadanya setiap minggu dan cabutan khas yang dibenarkan. Adalah tidak benar perjudian memacu pembangunan ekonomi dan kosnya terhadap keluarga, masyarakat dan negara mestilah dipertimbangkan dengan serius.

Lebih banyak kemudahan untuk berjudi akan menimbulkan masalah yang lebih besar, kami amat berharap kerajaan akan meletakkan kesihatan rakyat negara ini lebih utama mengatasi faedah daripada perjudian.

Emulate India's code of conduct for GE13

The Election Commission (EC) in some countries are mere brainless stooges. They confirm it the moment they open their mouths and issue statements sounding like politicians rather than statesmen selected to uphold honour and justice.

They are worse than parasites and simply the political hatchet men specially selected by the powers that be, for their long sustained benevolent and unflinching servitude to their political masters. Some may call them 'mere running dogs' but I will not be that vulgar.

But in some countries the ECs do justice to their selection and appointment and to the merits and tenets of democracy. One such is the Indian Election Commission.

I had witnessed them in action not only in the last election in 2011 but also in 2004 and the manner in which they carried out their task was just superb.

Whether you know it or not there is a model code of conduct and its values are universal provided your intentions are noble, ethical and serving the free and fair election module. And the code forbids rule by acts of betrayal, treason and worst fraud. How does this code operate?

As an illustration, in 2004 Deputy Indian Prime Minister L K Advani flew in an Indian Air Force helicopter from Bangalore to Tumkur in Karnataka to address an election meeting?

By the time Advani had completed his speech, the EC had announced the dates for the general election and enforced the Model Code of Conduct for parties and candidates. Advani was thus compelled to send the helicopter back and return to Bangalore by car.

Such is the power of the Model Code of Conduct.

The Election Commission through its Code of Conduct monitors the behaviour and actions of the political parties and their candidates in any elections.

1. What is the Model Code of Conduct?

It is a set of guidelines laid down by the Election Commission to govern the conduct of political parties and candidates in the run-up to an election.

2. What is the need for such a code of conduct?

It is intended to provide a level playing field for all political parties, to keep the campaign fair and healthy, avoid clashes and conflicts between parties, and ensure peace and order. Its main aim is to ensure that the ruling party, either at the federal level or at state level, does not misuse its official position to gain an unfair and vulgar advantage in an election. That there will be no institutionalised fraud and worst treason.

3. When does it come into force?

The Model Code of Conduct comes into force the moment an election is announced and remains in force till the results are declared.

In 2000, in India there was a tug of war between the central government and the Election Commission on the Model Code of Conduct.

The government went to the Supreme Court against the Commission's ruling that the code of conduct comes into force the moment elections are announced. The government insisted it should be enforced only from the date of formal notification of each phase of election.

The Election Commission called an all-party meeting to settle the row. Eventually all parties, including the ruling Bharatiya Janata Party, agreed unanimously to support its stand on the Model Code of Conduct.

That was democracy, people-power, and statesmanship in action.

4. To whom does the code apply?

It applies to all political parties, their candidates and polling agents, the government in power, and all government employees.

5. So what does the Model Code of Conduct mean for a ruling party?

In 2004 in India's ministers, including Prime Minister Atal Bihari Vajpayee, were not allowed to combine their official visits with electioneering work. They also cannot use official/government machinery or personnel for electioneering work.

Public places for holding election rallies and helipads for flights in connection with elections are to be made available to all parties on the same terms and conditions on which they are used by the party in power.

Government institutions and enforcement agencies were expected to play a neutral role and not as active participants for the incumbents as in some countries.

6. Can ministries sanction grants out of the government's discretionary funds during election time?

No. Ministers and other authorities cannot sanction grants and payments out of discretionary funds from the moment the elections are announced.

7. Can the government run an advertising campaign in the mass media?

Advertisements at the cost of the public exchequer or in some countries using the Ministry of Finance and misuse of official mass media for partisan coverage during an election have to be scrupulously avoided.

8. What are the other guidelines for ministers and other government officials?

Ministers and other government authorities should not announce or promise any financial grants to the people; they should not lay foundation stones for or inaugurate any projects; they should not promise public facilities like roads; and they should not make any ad hoc government appointments.

9. How do candidates and parties campaign when the code of conduct is in force?

Parties can issue their manifesto detailing the programmes they wish to implement if elected to government, the strengths of their leaders, and the failures of parties and leaders opposing them. They can use slogans to popularise and identify parties and issues, and they can distribute pamphlets and posters to the electorate.

They can hold rallies and meetings where candidates can persuade, cajole and enthuse supporters, and criticise opponents. Candidates can travel the length and breadth of the constituency to try to influence as many potential supporters as possible.

10. Can parties/candidates hold meetings wherever they want?

Yes, but the party or candidate has to inform the local police authorities of the venue and time of any proposed meeting well in advance to enable them to make necessary arrangements for controlling traffic and maintaining order.

11. Can parties call for votes on communal lines?

No. The Model Code of Conduct strictly prohibits parties and candidates from making any appeals to caste or communal feelings, on race, religion, or pitting communities one against another aided by a racist vernacular media as in some countries for securing votes.

Mosques, churches, temples, and other places of worship also cannot be used for election propaganda. No party or candidate can indulge in any activity that may aggravate existing differences or create mutual hatred or cause tension among different castes, communities, religious or linguistic groups.

12. Can parties criticise their opponents?

Yes, but the criticism of other political parties should be confined to their policies and programmes, past record and work. Parties and candidates should refrain from criticism of all aspects of private life not connected with the public activities of the leaders or workers of other parties. Criticism of other parties or their workers based on unverified allegations or distortions should be avoided. Worst they should not use third parties to orchestrate all forms of allegations and gutter politicking.

13. What happens if a candidate or party does not obey the Model Code of Conduct?

The Election Commission has warned that any breach will be dealt with sternly. The Commission has the power to disqualify a candidate if s/he refuses to follow the Model Code of Conduct.

I salute the Indian Election Commission again for their commitment to democracy, fair play, accountability, good governance, transparency and zero tolerance for corruption and corrupt practices and not succumbing to direct and indirect attempts by the powers that be to manipulate and taint them.

They are unlike others 'hunting with the hounds and running with the hares'- milking all the business advantages and perks from the incumbents domestically, then inexplicably they trade the shades in other forums putting on the face of reformers, which is the height of hypocrisy.

Present electoral system unfit for any election

I refer to Malaysiakini report, 'Bersih says PSC is pointless once parliament is dissolved'.

The electoral reforms are urgently needed now and before the next general election. There is still ample time to form the parliamentary select committee (PSC}, for it complete its findings and present the report for the necessary and essential changes to be made if loopholes or weaknesses are found in the electoral system.

What is important is that any committee or commission planned to be set-up to look into electoral reforms, must carry out its duties with dedication and sincerity and produce unbiased reports bearing in mind it is done for the well being of the country in its continued pursuit of a fair and free democratic process.

Malaysia has attracted millions of foreign workers, who are yearning to establish permanent residency here and if the system is weak and corrupt then the opportunities are plentiful to eventually gain citizenship not because they deserve it, but for other devious reasons.

I want to believe it is not true that such practices exist as alleged by some quarters, but it does create a grave concern that there may be some truth in it if the authorities cannot give proper explanations. Do not sell the country for a few votes to boost your chances for victory.

The next general election is expected to be 'battleground' for votes knowing the opposition has made a strong presence in the last general election and there is a strong possibility that the opposition is going to come out even stronger, even if they cannot wrest the federal government seat from BN.

If the electoral system is not strengthened to eradicate fraudulent voting through vote buying and alleged illegal voter registration, then whoever holds the reigns of power now has the advantage to manipulate the results.

If the PM is sincere in his call to look into the seen weaknesses in the electoral system, then he should guarantee the PSC to completes its job and the results are made public before setting an election date.

It will also help to exonerate the PM from the many accusations that he lacks proper direction and focus and is a weak leader unlike Dr Mahathir, the latter whom whether right or wrong, was in total control and made all the important decisions throughout his tenure.

Vote buying must be stopped and those who continue to indulge in it must be severely punished to deter others. Registration of non qualifying individuals as voters is a serious crime and it is tantamount to treachery and betrayal of trust. It is the worst crime one can commit and anyone caught and convicted of this heinous crime must be given the death penalty.

The results of the next general election will be cast in doubt if the electoral system is not looked into thoroughly. It is the people's choice whether they want a party to rule for fifty years or more but it must be carried out in a legitimate way.

A strong electoral system will guarantee a more honest and fair process is carried out with proper and close supervision by officials we can trust.
